Review draft 2026-10-24

Open evidence. Clear boundaries.

QGPL 3.1 explores how open results can travel with clearer rights, less personal data, and evidence that can be renewed.

The proposal

This is a proposal for review, not a stable release. QGPL 3.0 remains current. No legal review or external approval is claimed.

Five ideas for the next edition

ProposalWhat it changes
Component rightsIdentify data, model weights, code, inputs, and outputs separately. Applicable rights determine the boundaries.
Minimal disclosureEvidence needs artifact and key identifiers. It need not publish a person’s profile, private prompts, or credentials.
Separate checksDistinguish intact bytes, issuer trust, time evidence, and assessment of the content.
Renewable evidenceLink new signatures to earlier evidence while keeping the history and its limits visible.
Machine-readable boundariesA signed rights map accompanies the exact terms. Metadata records a claim rather than creating ownership.

The custom reference is LicenseRef-QGPL-3.1-draft. A draft date and the digest of the included text identify the exact revision. Publication does not relicense existing works.

Review before adoption

What still needs review

The proposed conditions need legal scrutiny and implementation review. The existing toolkit specification and experimental core do not constitute a working 3.1 toolkit.

A valid signature does not establish scientific truth, ownership, consent, a trustworthy date, or a real-world identity. A hash is not automatically anonymous.
